Government/eLoans Program Support – Prime Contract

Innotion was contracted by the Department of Housing and Urban Development (HUD) to provide technical and management support for the Eloans Value added initiative, one of the twenty four eGovernment initiatives supported via the Presidential Management Agenda. Specifically, Innotion provided technical services to perform various feasibility and business process improvement (BPI) studies to improve risk management across government lending agencies. The feasibility studies provided insight for client access to default data and interagency access to lender performance data. The feasibility studies were conducted through the use of a working group including representatives from all agencies involved in implementing the Initiative. Represented agencies include, US Department of Agriculture (USDA), US Department of Education (ED), US Small Business Administration (SBA), US Department of Veteran Affairs (VA), and US Department of Housing and Urban Development (HUD). Department of the Treasury and Office of Management and Budget, though not lender agencies were also included in the group. The results of the feasibility studies were provided as a beginning to the BPI study. The BPI study was conducted over a seven-month period and analyzed the existing environment for risk management within the federal lending agencies. Specific emphasis was placed on how agency’s risk management practiced supported the Debt Collection Improvement Act (DCIA). As a result of the risk management recommendations, Innotion was further contracted to develop a inter-agency lender performance portal to manage lender performance data across all agencies. This contract is active through 09/07.
